Community Cash Advisory Panel Concludes its Work After Driving Major Improvements to UK Cash Access

The Community Cash Advisory Panel (CCAP), formed in 2023, has formally concluded its work following the successful transition to a regulated access-to-cash framework under the Financial Conduct Authority (FCA).

Over the past three years, the Panel has played a pivotal role in shaping access to cash rules to ensure the needs of vulnerable customers and small businesses across the UK are met.

Through expert advice and rigorous oversight, the Panel influenced key improvements, including ensuring banking hubs are deployed based on strong business demand, closing gaps in service between bank closures and new cash facilities, and enhancing the range of face-to-face services offered at banking hubs. The panel also reviewed the application of access to cash criteria in the unique cash landscape of Northern Ireland and provided critical input to Cash Access UK to improve delivery and effectiveness of services.

Reflecting on the Panel’s work, CCAP Chair Joanna Wallace commented:

”I’d like to thank Panel members for bringing their expertise to bear on LINK’s access to cash assessment processes. The work done by the panel and opinions issued have positively impacted those processes in the public interest, and will support a sustainable and effective cash access network for a long time.”

As LINK’s work to protect access to cash is now regulated by the Financial Conduct Authority, the insight and consumer challenge will come directly from the regulator, and the Financial Services Consumer Panel. However, the CCAP’s contributions have influenced key improvements to our work, and its legacy will continue to shape access to cash in the UK.
